Jason C. Luettinger, P.E.

- Experienced with the evaluation and design of water conveyance facilities including intake structures, booster pump stations, irrigation pump stations, and deep well pump stations.

- Mr. Bagley is currently a principal and Chairman of the Board of Directors at Bowen Collins & Associates and one of the three founding partners of Bowen Collins & Associates. Mr. Bagley has over 36 years of experience as an engineering consultant and is a Certified Floodplain Manager (CFM). He specializes in hydraulics, hydrology, and water resources.
- He has extensive experience in master planning and designing water, wastewater, and storm water management facilities and in providing engineering services and oversight for projects dealing with hazardous waste and environmental issues.
- He has been responsible for the design of water, sewer, storm drain, and irrigation pipelines; storm water debris and detention basins; water, sewer, and storm drain pump stations; dam safety/rehabilitation projects; municipal water storage tanks; and water regulating and diversion structures.

Jeff Beckman, P.E.

- Mr. Beckman has 25 years of experience in planning, detailed design, construction management, and project management of water and wastewater related projects.
- Mr. Beckman was the Project Manager for the Jordanelle Water Reclamation Facility. The project includes final design of a 2.0 mgd membrane bioreactor water treatment facility. The treatment process was designed to incorporate biological and chemical phosphorus removal to meet stringent effluent requirements.
- Mr. Beckman served as a lead process design engineer for the Timpanogos WWTP 2009 Plant Expansion Project for the Timpanogos Special Service District. The treatment facility will be expanded from 18 mgd to 30 mgd.

- Ms. Tsandes has 23 years of experience and is a graduate of Utah State University from the Department of Landscape Architecture and Environmental Planning. She manages the environmental and landscape architectural design services at BC&A.
- Her areas of expertise include the management, oversight and preparation of environmental documents (NEPA), environmental permitting, wetlands, stream channel design, habitat restoration and mitigation, design of parks and trails, and water conservation.
- She provides agency and public coordination/outreach for BC&A projects that involve utilities, infrastructure, community enhancement, and environmental projects.

Kirk D. Bagley, P.E.

- Managed the civil design for numerous site civil project including utility design, demolition, site development, grading and services during construction.

- Mr. Clark’s experience includes management and design of large dam and reservoir facilities, including dam rehabilitation, dam safety studies, and storm water/flood detention facilities.
- Mr. Clark has extensive experience in water resources studies, large diameter pipeline alignment studies, and water systems master planning with the use of GIS software.
- Mr. Clark has many years experience in the design and construction management of wastewater conveyance facilities, including gravity and pumped sewer pipelines, sewer lift stations, sewer treatment processes, and odor removal.

Shane Cavanaugh, P.E.

- Mr. Cavanaugh has 17 years of experience and has worked on many industrial and commercial electrical safety projects. He serves as one of Bowen Collins & Associate’s lead electrical engineers on electrical safety, power system studies, and NFPA 70E related topics. He has completed over 50 arc flash studies ranging from the small station projects with only a few arc flash labels, all the way to large industrial campuses with thousands of arc flash labels. Shane has also done extensive work related to NFPA 70E including consulting on safety audits, written electrical safety plans, PPE selection, and safety training.
- Shane has also has gained experience in project management, project pricing, lighting design, and low voltage power distribution. He has experience in the design of fire alarm, SCADA, controls, and emergency power generation systems. With extensive experience in both power system design and electrical worker safety, Mr. Cavanaugh is able to incorporate each element in to all projects.

Brian leads our team of construction managers who oversee several of our large and small scale project from bidding of the project to construction project close-out.

Clinton Merrell, P.E.

- Mr. Merrell has 14 years of experience and is a Certified Floodplain Manager with vast experience in roadway design, impact/risk analysis, roadway drainage design, and construction management. He has extensive and recent experience on flood control, drainage, and roadway projects and is registered in Utah, California, and Colorado.
- His civil engineering and drafting experience has made him a valuable asset to Bowen Collins & Associates and is our department lead for computer aided drafting and 3D design.
- In his years in professional practice, Mr. Merrell has analyzed, and designed drainage systems associated with numerous transportation and flood control projects throughout Utah and California. This experience includes performing bridge and culvert hydraulic analyses using industry standard software and modeling techniques, performing large scale hydrologic analyses, designing open and closed stormwater drainage systems, and utilizing geographic information systems to analyze and catalog hydrologic data.

Steven Meyer, P.E.

- Mr. Meyer has over 18 years of experience in sewer pipeline and manhole rehabilitation design, trenchless construction design, sewer collection systems design, and construction management.
- Mr. Meyer has experience in construction management and the cost analysis and estimation of several sewer projects for various wastewater districts and cities throughout the State of Utah and Colorado including for South Valley Sewer District’s Jordan River Outfall Relief Line Sewer Project where approximately 4,170 linear feet of 48-inch diameter sewer pipe was installed.
- Mr. Meyer is a certified inspector from the NASSCO Inspector Training Certification Program specifically designed for manhole and pipe rehabilitation. He is also certified with NASSCO for PACP (pipe), MACP (manhole), and LACP (lateral) condition assessments. He is also licensed in Utah, Colorado, and Idaho.
