Jason C. Luettinger, P.E.

Qualifications

Mr. Luettinger has more than 31 years of experience providing planning, design, and construction management services for water, wastewater, and storm water infrastructure projects valued at up to $90 million. As a Senior Pipeline Engineer at Bowen Collins & Associates, he has contributed to more than 100,000 feet of large-diameter steel pipeline projects, with sizes up to 120 inches in diameter.

He has extensive experience in the evaluation and design of water conveyance facilities, including intake structures, booster pump stations, irrigation pump stations, and deep well pump stations. Mr. Luettinger is also experienced in the design and evaluation of water treatment facilities, including chlorination and fluoridation systems, polymer feed and grit removal systems, pre-ozonation and flash mix facilities, flocculation and sedimentation systems, and comprehensive hydraulic evaluations for water treatment plants.

Jeff Beckman, P.E.

Mr. Beckman has more than 28 years of experience in water and wastewater engineering. He has a broad range of detailed design experience including treatment facilities, pipelines, pump stations, storage facilities, and process evaluation. As a Senior Project Engineer at Bowen Collins & Associates, he provides technical leadership on complex infrastructure projects across the Intermountain West.

Keith J. Larson, P.E.

Mr. Larson has 26 of experience in planning, design, and construction management of a wide variety of water, wastewater, and storm drain related projects, including over 500,000 feet of pipeline in diameters up to 120 inches.
Extensive experience with water and wastewater rate and impact fee studies in Utah and Nevada.
Experience working with the Federal Emergency Management Agency (FEMA) and flood insurance regulations.
Expert with multiple hydraulic and hydrologic computer modeling applications.
Detailed training and experience in the evaluation and design of hydraulic surge protection facilities.

Greg Loscher, P.E.

Qualifications

Mr. Loscher has more than 26 years of experience in the master planning, design, and management of water resources projects. His expertise includes the planning, design, and construction management of drinking water storage reservoirs ranging in capacity from 2 to 50 million gallons.

He has extensive experience in master planning and in the hydrologic and hydraulic modeling of drainage and flood control systems, including the design of storm drain projects, detention basins, debris control structures, and pipelines. Mr. Loscher is also experienced in the hydraulic modeling and design of water distribution, pumping, storage, and conveyance facilities, including well and booster pump stations, fluoridation systems, storage tanks, and transmission pipelines.

Jamie K. Tsandes, PLA, ASLA

Qualifications

Ms. Tsandes has more than 28 years of experience and is a graduate of Utah State University’s Department of Landscape Architecture and Environmental Planning. As Vice President and Principal Landscape Architect at Bowen Collins & Associates, she leads the firm’s Environmental and Landscape Architecture Services and provides strategic oversight for administrative operations, marketing initiatives, and staff development programs.

Her expertise includes the management and preparation of environmental documents (NEPA), environmental permitting, wetlands, stream channel design, habitat restoration and mitigation, park and trail design, and water conservation planning. She also leads agency coordination and public outreach for BC&A projects involving utilities, infrastructure, community enhancement, and environmental restoration.

Managed the civil design for numerous site civil project including utility design, demolition, site development, grading and services during construction.
Broad experience in the design of treatment plant yard piping and civil design, lift stations, pipelines, and storm detention facilities.

Thayne Clark, P.E.

Mr. Clark has 28 years of experience in the design of potable water treatment and delivery systems, including water treatment facilities design (arsenic removal), booster stations and pumping systems, mechanical design, and chemical feed systems.
Mr. Clark’s experience includes management and design of large dam and reservoir facilities, including dam rehabilitation, dam safety studies, and storm water/flood detention facilities.
Mr. Clark has extensive experience in water resources studies, large diameter pipeline alignment studies, and water systems master planning with the use of GIS software.
Mr. Clark has many years experience in the design and construction management of wastewater conveyance facilities, including gravity and pumped sewer pipelines, sewer lift stations, sewer treatment processes, and odor removal.

Experience as project construction manager on various projects with costs up to $9,000,000.
Before coming to BC&A, Jon served active duty in the United States Air Force as project manager and project engineer for a wide variety of projects in California, Utah and the United Arab Emirates.

Mr. Wyatt has also been involved in all aspects of construction management ranging from on-site engineer’s representative to Owner’s representative and construction manager.

He is also experienced in medium-voltage power distribution systems including metal-clad switchgear, MV fuses, MV transformers, and MV relays.
In addition, he is experienced in programming and integration of MV relays, PLC’s, HMI’s and SCADA systems.
He is also skilled in performing Fault Current Studies, Breaker Coordination Studies, and Arc Flash Studies.

She has served as project manager or project engineer for the planning and design of water pipelines and other conveyance facilities utilizing traditional construction techniques and trenchless installation methods.
Ms. Nelson’s experience includes the design of water pump stations, well houses and other control facilities.
She has experience in the design of hydraulic structures including the development and rehabilitation of potable water springs, diversions structures, stream control structures, oil contamination prevention structures, and canal modifications.

Mr. Neil has 20 years of civil engineering experience with a vast knowledge of designing complex large projects. These projects include drinking water well pump house designs; secondary and sanitary sewer pump station designs; water, sewer and storm sewer pipeline designs; water reservoir designs; booster pump station projects; hydraulic modeling; site civil planning and design; and hydrologic and hydraulic studies and reports.

Shane Cavanaugh, P.E.

Qualifications

Mr. Cavanaugh has 20 years of experience and has worked on many industrial and commercial electrical safety projects. He serves as one of Bowen Collins & Associate’s lead electrical engineers on electrical safety, power system studies, and NFPA 70E related topics. He has completed over 50 arc flash studies ranging from the small station projects with only a few arc flash labels, all the way to large industrial campuses with thousands of arc flash labels. Shane has also done extensive work related to NFPA 70E including consulting on safety audits, written electrical safety plans, PPE selection, and safety training.
Shane has also has gained experience in project management, project pricing, lighting design, and low voltage power distribution. He has experience in the design of fire alarm, SCADA, controls, and emergency power generation systems. With extensive experience in both power system design and electrical worker safety, Mr. Cavanaugh is able to incorporate each element in to all projects.

Brian leads our team of construction managers who oversee several of our large and small scale project from bidding of the project to construction project close-out.

Aaron Anderson, P.E.

Mr. Anderson has 12 years of experience in hydraulic modeling, designing water conveyance systems, utility planning, sewer/storm drain infrastructure, financial analysis for utility rate studies and impact fee facility plans.
In addition to experience with planning and design, Mr. Anderson provides construction management services on a number of projects in our St. George, Utah area office.
Mr. Anderson is the lead author of a presentation for the Association of State Dam Safety Officials focusing on dam spillway vibrations.

Clinton Merrell, P.E.

Qualifications

Mr. Merrell has 17 years of experience and is a Certified Floodplain Manager with vast experience in roadway design, impact/risk analysis, roadway drainage design, and construction management. He has extensive and recent experience on flood control, drainage, and roadway projects and is registered in Utah, California, and Colorado.
His civil engineering and drafting experience has made him a valuable asset to Bowen Collins & Associates and is our department lead for computer aided drafting and 3D design.
In his years in professional practice, Mr. Merrell has analyzed, and designed drainage systems associated with numerous transportation and flood control projects throughout Utah and California. This experience includes performing bridge and culvert hydraulic analyses using industry standard software and modeling techniques, performing large scale hydrologic analyses, designing open and closed stormwater drainage systems, and utilizing geographic information systems to analyze and catalog hydrologic data.

Steven Meyer, P.E.

Mr. Meyer has over 18 years of experience in sewer pipeline and manhole rehabilitation design, trenchless construction design, sewer collection systems design, and construction management.
Mr. Meyer has experience in construction management and the cost analysis and estimation of several sewer projects for various wastewater districts and cities throughout the State of Utah and Colorado including for South Valley Sewer District’s Jordan River Outfall Relief Line Sewer Project where approximately 4,170 linear feet of 48-inch diameter sewer pipe was installed.
Mr. Meyer is a certified inspector from the NASSCO Inspector Training Certification Program specifically designed for manhole and pipe rehabilitation. He is also certified with NASSCO for PACP (pipe), MACP (manhole), and LACP (lateral) condition assessments. He is also licensed in Utah, Colorado, and Idaho.

Mr. Dietrich has 11 years of experience in water, wastewater, and storm water planning and design projects. He is specifically involved in the design of pipelines, pump stations, well houses, lift stations, and site plans. Additionally, Mr. Dietrich provides financial and administrative analysis for these types of projects and planning efforts (impact fee facilities plans, impact fee analyses, rate studies, feasibility studies, construction management, plan review, alternative analyses, and cost estimating).
His technical skillset includes experience in hydraulic and hydrologic analysis using hand methods as well as modeling software such as Autodesk SSA, HEC-HMS, HEC-RAS, EPANet, InfoWater, and ArcGIS.

Chris DeKorver, P.G.

Qualifications

Chris has over 18 years of experience in planning, designing, permitting, and construction management of environmental, geotechnical and groundwater projects for private, municipal and industrial clients. His experience includes field supervision of drilling and sampling operations for environmental, geotechnical and deep culinary/industrial water well purposes.

Chris has performed drilling and pumping test operations within Utah, Nevada, and California. He is knowledgeable in numerous aspects of all types of drilling, including auger, hydraulic/direct push, reverse/direct mud-rotary, direct air-rotary drilling, and horizontal drilling as well as a wide variety of soil sampling and water sampling techniques. He has managed, interpreted, observed, and logged deep borehole (reverse and direct rotary) drilling to depths of 3,000 feet, well installation (up to 24-inch diameter) and aquifer performance testing on groundwater resource projects. Chris has extensive experience with well rehabilitation techniques (chemical and mechanical). His experience also includes hydrogeological studies of brine pond operations in excess of 30,000+ acres to measure brine leakage and potential fresh/brackish water intrusion.
