Job Description

Bowen Collins & Associates is a civil and environmental engineering consulting firm serving clients throughout the Intermountain West. We are seeking an experienced Proposal Manager to lead and continuously improve our pursuit and proposal process.

This position is responsible for managing the development, coordination, production, and delivery of proposals, statements of qualifications (SOQs), interview materials, and other client-facing marketing documents. The Proposal Manager serves as the central coordinator for pursuit activities, working closely with project managers, associates, and principals to develop compelling, compliant, and competitive submissions.

The Proposal Manager will supervise and mentor a Marketing and Proposal Specialist and help develop the systems, tools, content libraries, and processes that support successful pursuits across the firm. While business development and client relationships remain the responsibility of our technical staff and leadership team, this position plays a critical role in helping the firm win work through exceptional proposal management, technical writing, and pursuit coordination.

Reports To: VP of Administration and Marketing

Skills & Qualifications:

  • 10+ years of marketing, proposal management, or pursuit management experience, preferably within the A/E/C industry
  • Bachelor’s degree in Marketing, Communications, Business, Journalism, English, or a related field (relevant experience equally valued)
  • Strong technical writing, editing, and proofreading skills
  • Demonstrated experience leading proposal efforts from kickoff through submission
  • Ability to translate technical engineering concepts into clear, client-focused messaging
  • Strong project management skills and ability to manage multiple concurrent deadlines
  • Experience coordinating technical staff and leadership teams without direct authority
  • Proficiency in Microsoft Office Suite and Adobe Creative Suite
  • Experience with Deltek VantagePoint, OpenAsset, or similar CRM/database systems preferred
  • Experience developing proposal templates, content libraries, and pursuit processes preferred
  • Experience mentoring or supervising junior marketing staff preferred
  • Strong attention to detail and commitment to quality
  • Excellent verbal and written communication skills

Specific Duties:

Proposal Leadership and Pursuit Management

  • Lead the preparation and delivery of proposals, SOQs, interview presentations, and other pursuit-related materials
  • Develop proposal schedules, compliance checklists, and production plans
  • Coordinate technical contributors and ensure deadlines are met
  • Review solicitations and identify client requirements, evaluation criteria, and submission risks
  • Facilitate proposal kickoff meetings and pursuit planning discussions
  • Assist leadership and project managers with go/no-go evaluations and pursuit strategy

Technical Writing and Content Management

  • Collaborate with project managers, engineers, and technical staff to develop compelling proposal content
  • Write, edit, and maintain project descriptions, resumes, boilerplate content, and qualification statements
  • Maintain and improve the firm’s proposal content library
  • Maintain and update SF330 forms and other government qualification documents
  • Ensure consistency in branding, messaging, and proposal quality

Marketing Systems and Process Improvement

  • Manage marketing data and pursuit information within Deltek VantagePoint and OpenAsset
  • Track proposal activity, outcomes, and key performance metrics
  • Identify opportunities to improve proposal processes, templates, and workflows
  • Support interview preparation and post-submittal debrief efforts

Leadership and Staff Development

  • Provide day-to-day direction and mentorship to the Marketing Coordinator
  • Assist with workload planning and task prioritization within the marketing department
  • Support the professional development of marketing staff

What Success Looks Like:

This role will be evaluated against the following outcomes:

30 Days: Has mapped all active opportunities, owns at least one proposal process end-to-end, and has introduced themselves to every partner and associate in the company

60 Days: Has submitted at least one compliant, on-time proposal with minimal supervision; content library gaps identified and improvement plan underway

90 Days: Fully owns the proposal process; partners and associates trust the system; no missed deadlines; has proposed at least one process improvement

6 Months: Measurable improvement in submission quality and on-time performance; win/loss tracking in place; actively contributing to pursuit planning and go/no-go discussions

1 Year: Clear impact on win rate; proposal library is a genuine asset; recognized by leadership as a strategic contributor, not just an executor

Marketing and Proposal Coordinator

As a Marketing and Proposal Coordinator, you will support the development of proposals, statements of qualifications, presentations, and marketing materials that help our firm win work and showcase our expertise. This position combines technical writing, proposal coordination, graphic design, and content management in support of our engineering and environmental professionals.

Reports To: Marketing and Proposal Specialist

Skills and Qualifications:

  • 1-5 years of marketing, communications, graphic design, or proposal coordination experience preferred. AEC industry experience is preferred but not required
  • Ability to visualize and create layouts, graphics, and illustrations for marketing materials and reports
  • Strong writing and editing skills (including grammar and punctuation)
  • Exhibit persistence and follow-through on commitments and deadlines
  • Experience with social media management
  • Proficient with Microsoft Office products
  • Experience with graphic design tools required. InDesign, Photoshop, and Illustrator experience preferred

  • Professional Engineer (PE)
  • Strong understanding of water resources industry and technology trends, including all aspects of water resource systems from studies through construction

BC&A has an immediate opening for a full-time position in Construction Management in Draper, Utah. The applicant will be responsible for managing and observing construction projects to ensure that projects meet the requirements of the project documents.

Skills & Qualifications

  • 5+ years related job experience in Engineering or Construction Management.
  • Special inspection certifications or the ability to obtain certifications within six months of hire. Professional and effective in verbal and written communication skills.
  • Competent computer experience in preparing and organizing project documentation.
  • Manage construction projects to ensure compliance with the project documents.
  • Coordinate review of technical submittals, request for information/interpretation, work change directives, track project changes, and produce documentation for change orders.
  • Oversee contractor’s compliance with permitting and other project requirements.
  • Document, photograph and report the quality of construction workmanship on the project site. Witness and record the progress of the contractor’s schedule. Interface with the general contractor and the project team as the project owner’s representative.
  • Lead coordination meetings with clients, general contractors, subconsultants, and other government agencies.

Specific Duties

  • Must understand various types of construction trades to perform construction management of municipal, heavy civil, commercial, and utility projects
  • Be attentive to project schedules and be vigilant of the work being performed
  • Observe the work intently, note items that do not appear in compliance, and promptly notify the project superintendent and the engineering project manager

Bowen Collins & Associates is looking for an experienced Senior Cad Design Technician to join our team. The ideal candidate will provide oversight and leadership for our CAD department. They must have experience in designing and creating 3D models, drafting plans, creating detailed drawings, and managing a CAD team. The successful candidate will also have a strong understanding of engineering principles and be able to create accurate and precise designs that meet the specifications of the project. We are looking for a leader who is creative, detail-oriented, and able to work independently as well as team collaboration. As a Senior CAD Design Technician, they will assist engineers and project managers in preparing and completing project designs. They will be responsible for the accurate development and presentation of project layouts, details, and provide supervision, workload, and quality control and quality assurance for the CAD department.
